The Road Map presents an opportunity for early warning with regard to potential risks in the preparation of the elections, but also allows for evaluation of the actions undertaken by the respective institutions, in accordance to internationally established standards of the electoral process.

During the election campaign Transparency International – Bulgaria will provide information with regard to identified problems, measures undertaken by the institutions, and will also formulate recommendations for the timely correction of identified deficiencies.

At present (9 April 2013) the following issues have been identified:

  • Legal loophole does not allow deletion of registered parties that have subsequently decided not to run in the elections – meaning that their names will still be featured on the ballots and other documentation.
  • Very short deadlines for preparation of the elections create a challenge for the Regional Electoral Commissions (REC), which still have not made available important information from their work: protocols, decisions, candidate lists, options for online broadcast of working sessions. By April 9 have been found that only 4 out of 31 REC have created option for online broadcast (Burgas, Plovdiv – district, Plovdiv – city, Yambol); candidate lists are published by 9 REC; protocols of working meetings are published by 7 REC.
  • The review shows also that better access to information about the work of REC is provided by the websites of the municipal administrations, while the website of the Central Electoral Commission links to blank pages of REC.
  • There is a good cooperation between CEC and the Council of Ministers but have been identified an issue on the basis of trust between the political parties and their willingness to reach agreement with regard to the selection of leadership of the Regional Electoral Commissions.
